To honor the event its embassy in Washington issued a list of seventy persons whose actions had been critical to the creation of the State or to its subsequent development and security. Many of those named are or were famous - David Ben Gurion, Golda Meir, Moshe Dayan, etc. – each with numerous biographies. This book is about one of the less well known of the ‘seventy laureates’, Walter Clay Lowdermilk (WCL), without whom the actual creation of Israel might not have happened as it did in May of 1948 or might have happened differently or a much later date. How did this U.S. government official, assistant chief of the U.S. Soil Conservation Service, a Rhodes scholar and WWI U.S. Army officer, along with his wife, Inez, a former Methodist missionary, and their two children, find themselves in Palestine in the spring of 1939—just months before the outbreak of World War II? How and why did they become ardent Zionists and what was it they did that earned WCL a spot on the list of Israel’s 70 most important founders.Herein you will find their story, from their first arrival in the Holy Land, then under British control, to the cultural and scientific observations Walter and Inez made which led them, in the midst of WWII, to write Palestine: Land of Promise. Published in spite of State Department and British Embassy objections to its findings and recommendations, this little book influenced the United Nations in its decision to partition Palestine into Jewish and Arab states. The scientific evidence it presented debunked the prevailing opinion that Palestine lacked the land and water resources to support a larger population, Britain’s main argument used to block Jewish immigration to Palestine before, during and after the holocaust.This contribution alone would have merited Lowdermilk’s inclusion on the ‘top 70’ list, but as it turns out, that was just the beginning. The new nation’s land and water needs were to become Lowdermilk’s major interest. In 1951, three years after the foundation of the State and a dozen years after their first visit to Palestine, the Lowdermilks returned. What did Walter hope to accomplish in offering his professional services to the new State? How did his guidance affect the programs and impact of an emerging agency—the Israel Soil Conservation Service (ISCS)? As a freshly minted soil scientist at the time, the author of this book served under Dr. Lowdermilk’s direction in this agency and recalls his modest manner and charismatic leadership. Later, with his ISCS work completed, Lowdermilk founded the School of Agricultural Engineering within the Israel Institute of Technology (Technion), in Haifa. The Technion would subsequently name the School after him. In 1968, by then a professor on the University of Nebraska faculty on sabbatical at the Lowdermilk School, the author had the opportunity to work with its efficient, highly motivated faculty and students. By this time Walter, then in his 80’s, had retired to his family home in Berkeley, California.Was it the Lowdermilk’s knowledge of history, the scientific evidence or their Christian belief and connection to the Holy Land that led to their deep commitment to the Zionist cause? From their first visit to Palestine in the late 1930s to well after their 1950s and 60s assignments in the country, they wrote and lectured on behalf of the Jewish community in Palestine, at first supporting its ambitions for an independent state and later for a secure one. After all, they had had a hand in its creation! But Israel, you will find in this long overdue narrative, while perhaps the capstone, was only one of many adventures that that the Lowdermilks experienced through the very risky times in which they lived. These adventures, too, are described in this book.
